RESOLUT'ION ON UPHOLDING AMERICAN STANDARDS IN SKOKIE, ILLINOIS
At this time when we see in our midst the spectre of Naziism, and when a l l loyal and right-thinking Americans are united |
in their revulsion to the Jack-boots of Nazi storm troopers
whose marching over our land is the very antithesis of all that
we cherish, we call upon the authorities responsible for public
safety to assure its maintenance.
Even as the first amendment
protects those whose beliefs we must abhor, so we must also protect the right of peaceful assembly and demonstration for the
vast majority who, in the true spirit of American freedom, desire to stand together with all the citizens of whatever religion, race or creed to testify to the democratic and just values
for which America has been united.
We need to make known to the world the noble traditions of
the American way which w i l l surmount the deep affront and assault
to our sensibilities that the Nazi march in Skokie inflicts on
all of us. Therefore, we look to you to uphold our American
standard.

An account of the resource

During the late 1970s, a small group of neo-Nazis based in Chicago attempted to hold a rally in the Village of Skokie, Illinois, a community that was known to have a large Jewish population. The ordinances were ultimately overturned following a series of state and federal lawsuits because they infringed on the group’s First Amendment rights and the neo-Nazis were issued a permit to demonstrate in Skokie. Dear Ms. Doty:
Your recent note regarding the Nazis has been
received. Rest assured that we 1n the V i l l a g e
of Skokie are fighting them with every legal
device available to us. I heartily agree
that these kind of people have no status 1n
a country of freedom-loving people such as the
United States.
I want to encourage you to always speak up
against tactics such as those used by anyone
low enough to adopt the word "Nazi" as their
title.
Sincerely,

Dear Friends:
All of us have become aware, during recent months
and week s , of the existence of an American Nazi Party .
As
these lines are written, that Party is seeking a permit in
order to stage a demonstration in the Village of Skokie on
July 4, 1977 . Seven thousand survivors of the concentration camps and the gas chambers reside in Skokie . The
aim of the Nazi demonstrators is confrontation as well as
feeding latent anti - semitism .
The Association ' s Boar d for .Christian Witness in
Society is alarmed by the prospect of purveyors of the
Nazis view of life spreading those views in this metropolitan area or any metropolitan area .
Accordingly, the
Board is issuing the enclosed " Statement of Consc i ence
against Neo-Nazism" to all of our congregations.
Please use the statement as you see fit in alerting
y our folk to the threat to a
democratic society which
resides in Nazi understandings .
We hope that the
statement will also be of assistance in renewing the unique
bonds between Jew and Christian .

A p r i l k,
1978
Dear Friends:
As we count the days to Pesach, we l i v e with change and a new lease on
life.
Let us rejoice in the tenth Anniversary of the founding of the Reconstruction ist Rabbinical College. That Rabbi Mordecai ti. Kaplan is alive and
well in Jerusalem nearing his 97th birthday and that his son-in-law Rabbi
Ira Eisenstein comes to Chicago this weekend to present a distinguished
award to P h i l i p M. Klutznick, one of the greatest Jewish statesman of our
generation is a moment to be cherished. That Rabbi Sandy Sasso w i l l keynote the evening at a special dinner gathering Saturday evening, April 8th,
is an event at which I pray NTJC w i l l be fully represented. Reserve your
place by c a l l i n g Executive Director Cyril G. Oldham at our Synagogue office.
At Shabbat Services, April 7th, I w i l l speak to the theme Reconstructionism
as a Moving Force in Jewish Life and especially bless HTJC Past-President
Len Leveton as he completes his fourth year as President of the Federation
of Reconstructionist Congregations and Fellowship and IJTJC Past-President
Dr. Aaron M. Rosenthal serving as 10th Anniversary Dinner Co-Chairmanl
A unique musical Cantata in the s p i r i t of Passover preparation w i l l be
offered by Cantor Shuster accompanied by Sheldon Rosenbaum and the Synagogue Choir Friday evening, A p r i l l^th, and another in a series of monthly
stimulating Breakfasts with the Rabbi w i l l be held Sunday morning,Apri1 16th,
at 10:00 a.m. related to the theme, Jewish Ethics in Medicine.
A very special service under the sponsorship of the Inter-Religious Clergy
Forum of Miles Township w i l l take place Sunday afternoon, April 16th, at
3:00 p.m. at the iHles West Outdoor Stadium preparing a reverential mood
for viewing the four night 113C-TV television series entitled HOLOCAUST
beginning Sunday from 7 to 10 p.m. and continuing Monday and Tuesday,
8 to 10 pm. and '/ednesday 8 to 10:30 p.m. The local Christian response
to the bitter p o s s i b i l i t y of a Haz i March in Skokie is only rivalled by a
magnificent outpouring of letters and caring actions of our beloved Skokie
Mayor Albert J. Smith and concerned Americans from all walks of life.
Lastly, make Passover happen this year beginning Friday, A p r i l 21st at
6:00 p.m. by your attendance at Synagogue Worship and by re-living the
Exodus at your home Seder both nights. Join us Shabbat and Sunday mornings
at 10:00 a.m. for prayer, study and celebration, A p r i l 22nd and 23rd and
concluding the Passover Season Friday and Shabbat morning at 10:00 a.m.
A p r i l 28th and 29th. Hay it be a peaceful positive, powerful and joyous
Passover Season for you and your loved ones.

During the late 1970s, a small group of neo-Nazis based in Chicago attempted to hold a rally in the Village of Skokie, Illinois, a community that was known to have a large Jewish population. Local officials resisted the group’s efforts through by passing a series of ordinances aimed at preventing demonstrations or parades by hate groups. The ordinances were ultimately overturned following a series of state and federal lawsuits because they infringed on the group’s First Amendment rights and the neo-Nazis were issued a permit to demonstrate in Skokie. Dear Friends:
There are so many positive events to write about that it saddens me to
reflect upon the filth spewing forth from the likes of a Frank Collins
and his"American" Nazi Party. In the name of free speech and the first
Amendment, Collins wants to masquerade through Skokie on the birthday
of Adolf Hitler whose very name conjures upon the murder of six m i l l i o n
Jews as an irreplaceable loss to our people. A modern ELEVENTH commandment NOT to grant a Posthumous Victory to Hitler must be part of our
compelling Jewish drive to program, plan and respond. Yes, we must sing
and celebrate, study and worshipl
Cantor Shuster together with our organist Sheldon Rosenbaum w i l l offer
a class Tuesday evenings from 8 to 9 p.m. in Sephardic music teaching
the present theme of Friday evening Services following up Ashkenazic,
Contemporary Israeli and American Jewish liturgy.
Our Can Yeladim under supervision of Ms. Sara Zucker and faculty w i l l
sponsor Shabbat Family Seders Friday, February 10th and 17th, as w i l l
our Congregation prior to the Hassidic Shabbat Service February 24th.
Friday night happenings at our Synagogue are to be experienced. Afford
yourself that very rare and»uplifting Jewish moment!

The First Amendment affords us Freedom of Religion in addition to that of
Freedom of Speech! The "American" Nazis stand for destruction and devastation. Judaism, in our Synagogue expression, proclaims life and purpose.
We shall strive on ever ready to face our detractors and deterrents. Their
Wish is White Power - our hope is Jewish purpose in building a better
America and Israel. We shall never forget but ever stand ready.
P.S. V/e warmly welcome our Executive Director Cyril G. Oldham back to the
synagogue from his extended illness and pray for his complete recovery,
health, strength and well-being.

Description
An account of the resource

During the late 1970s, a small group of neo-Nazis based in Chicago attempted to hold a rally in the Village of Skokie, Illinois, a community that was known to have a large Jewish population. Dear Al:
Thank you for your telegram in support of Senate Bills 1676 and
1811.
In committee and on the floor of the House I supported SB 1676 but
voted against SB 1811. (I was the only one in committee that voted
for one and against the other).
I am most concerned about the sensitivity of the First Amendment,
and I voted for SB 1676 because I felt it was sufficiently limited
in scope and would not conflict with the First Amendment/ I think
SB 1811 would.
I am sorry that the House did not discharge SB 1676 from committee
and I pray that the planned march on June 25th will be peaceful.
Sincerely,
Eugene F. Schlickman

Dear Rabbi Brief:
There w i l l be a meeting to discuss the general reactions
and responses of the community of Skokie in the event
that all legal remedies are exhausted and the American
Socialist Party (Nazis) is able to march. A number of
interested citizens have i n d i c a t e d that there is a need
for some type of contingency p l a n n i n g .
It has further been suggested that the I n d u s t r i a l Areas
Foundation be used to assist the community in these
p l a n n i n g efforts. The Industrial Areas Foundation is an
organization founded by Saul A l i n s k y w h i c h provides
t r a i n i n g and assistance in grass roots o r g a n i z i n g efforts.
In general, the meeting w i l l be an open discussion of
the "Nazi" situation but w i l l focus on the question of
using the Industrial Areas Foundation in Skokie.
The meeting has been s c h e d u l e d for February 28 at 7:30 P.M
in the Skokie V i l l a g e Hall Conference Room. If you w i l l
not be able to attend, please contact my secretary,

Dear Sir:
Since the Supreme Court has cleared the way for
the Nazis to march and spread their hate campaign
in Skokie, Illinois on June 25, why don't we
Americans drape our homes in whatever way we can
with black on that day in memory of the 6,000,000
Jews murdered by the Nazis and then hang out our
American flags just to let them know it is not
going to happen hereJ Is it too late to get something like this going on a nationwide scale?
Very truly yours,
(Mrs.) Cleo Gundersen
cci Mayor, Skokie, Illinois
I just wanted you to know that there are
many of us throughout the country, I'm sure,
who feel in deep sympathy with the people of
your city and who keep you in our prayers.

John N. Matzer, Jr.
Village Manager
5127 Oakton
Skokie, Illinois
Dear Mr. Matzer:
Please be advised that I represent Louis Black.
Pursuant to ordinance 77-5-N-994, an ordinance relating to
Parades and Public Assemblies, specifically Section 27-63,
Mr. Black again makes demand that you, in your capacity as
Village Manager, revoke the letter dated May 25, 1978 for an
alleged demonstration to be held Sunday, June 25, 1978 by the
National Socialist Party of America. We hereby make demand
upon you since facts have been brought to the attention of the
President, Board of Trustees and yourself which show that the
Parade, Public Assembly, or similar activity does not and will
not comply with the standards for the issuance of a permit as
set forth in ordinance 77-5-N-994 and the Laws of the State
of Illinois.
Amongst other violations, the application for permit
tendered to your office dated June 22, 1977 and Aprill 11, 1978
are filed on behalf of the National Socialist Party of America.
No such organization exists and if one so does they are in
violation of Chapter 96, Section 4, Illinois Revised Statutes.
Purther, the application does not contain sufficient information
to comply with Section 27-53 specifically Sections A, B, E, H
and I. Also, we are alleging violation of Section 27-56 specifically Sections A, B, D, E, F, G, H and I. Also we are alleging
violation of Section 27-58 and 27-60.
Please advise my office as to your intent in the
above matter. Mr. Black will take whatever action is necessary
to insure that the ordinances of Skokie and the statutes of the
State of Illinois are complied with. Hopefully we can resolve
this matter without litigation.
J^ery truly yours,
^Btfrton S. OdSXson
Attorney for Louis Black

' Dear Mr. Matzer:
This is an application for a public assembly permit on
behalf of the National Socialist Party of America, should
such a permit be necessary in light of the information
contained herein.
The following details of the proposed assembly provide
the information requested in the application provisions
of § 27-53 of VO 77-5-N-994:
1)
The date of the proposed assembly is July 4,
1977, from 12:00 noon to 12:30 p.m.
2)
The site of the assembly will be the public
sidewalk in front of the Skokie Village Hall,
5127 Oakton, Skokie, Illinois.
3)
The public assembly will consist of more than
30, but less than 50 demonstrators marching
in single file, back and forth, in front of
the Skokie Village Hall. The demonstrators
do not anticipate the need to occupy the entire
sidewalk and will adjust the line of march to
accommodate normal pedestrian use of the sidewalk.
4)
Some or all of the demonstrators will wear uniforms
which include a swastika emblem or armband.
5)
The demonstrators will carry a party banner
containing a swastika emblem, plus placards.
The placards will carry statements such as

No handbills will be distributed at the assembly
by National Socialist Party of America demonstrators .
We request that this application be considered immediately
pursuant to § 27-55 of VO 77-5-N-994. As good and
compelling cause for late submission of this application,
we direct your attention to the order of the United States
Supreme Court in Collin v. Village of Skokie, entered
June 14, 1977. The injunction entered by the Circuit
Court of Cook County precluded filing of this application
30 days in advance of the date, as required by ordinance
§ 27-52.
As authorized by § 27-64, we hereby request that the
insurance requirement of § 27-54 be waived by the Village
of Skokie for the reason that such insurance is not
available to the National Socialist Party of America.
If the Village of Skokie has retained insurance agents
willing to provide the coverage at reasonable cost,
or knows where the specified coverage can be obtained,
please advise me at once.
Should a permit be unavailable because of previously
scheduled events on July 4, 1977, we request that this
be considered pursuant to § 27-58 as our application
for the same time and site on the first available
Sunday thereafter. On the other hand, if a permit
is unnecessary, we would appreciate being informed
of this immediately.
Please let us hear from you at your earliest convenience.

June 28, 1977
Hon. Albert Smith
Mayor of the Village of Skokie
Village Hall
Skokie, Illinois
Dear Mayor Smith:
At the June 20, 1977 meeting of the Council of Traditional/
Orthodox Synagogues of Greater Chicago, a motion was unanimously passed that the Council should write to you and implore you to continue your efforts and do everything in your
power to prevent the proposed march of the Nazis in Skokie on
July 4, 1977 or at any time thereafter.
The Council alsopassed a motion urging all of its members to
participate in a peaceful counter-activity in the event that
the march takes place. The idea that to ignore the Nazis and
they will go away cannot be accepted and the survivors of the
concentration camps cannot buy that argument and they deserve
the support of every decent human being.
Your efforts in this matter are greatly appreciated and we
certainly hope that this dreadful event never takes place.
Yours very truly,
ALAN I. LAPPING^
Secretary
AILrJG

Dear Mr. Lapping:
!
Your recent letter regarding the possible march
of the Nazis in the Village of Skokie has been
received.
Rest assured we do appreciate your support and
that we will continue to do everything humanly
and legally possible to keep these people out
of our community.
Sincerely,

An account of the resource

During the late 1970s, a small group of neo-Nazis based in Chicago attempted to hold a rally in the Village of Skokie, Illinois, a community that was known to have a large Jewish population. However, instead of facing the growing number of organized counter-demonstrators, the group held rallies in Federal Plaza and in Marquette Park in Chicago.

Visit Skokie Public Library's online exhibit to see the events as they unfolded.
