<p>During the late 1970s, a small group of neo-Nazis based in Chicago attempted to hold a rally in the Village of Skokie, Illinois, a community that was known to have a large Jewish population. Local officials resisted the group’s efforts through by passing a series of ordinances aimed at preventing demonstrations or parades by hate groups. The ordinances were ultimately overturned following a series of state and federal lawsuits because they infringed on the group’s First Amendment rights and the neo-Nazis were issued a permit to demonstrate in Skokie. Let us rejoice in the tenth Anniversary of the founding of the Reconstruction ist Rabbinical College. That Rabbi Mordecai ti. Kaplan is alive and
well in Jerusalem nearing his 97th birthday and that his son-in-law Rabbi
Ira Eisenstein comes to Chicago this weekend to present a distinguished
award to P h i l i p M. Klutznick, one of the greatest Jewish statesman of our
generation is a moment to be cherished. That Rabbi Sandy Sasso w i l l keynote the evening at a special dinner gathering Saturday evening, April 8th,
is an event at which I pray NTJC w i l l be fully represented. Reserve your

At Shabbat Services, April 7th, I w i l l speak to the theme Reconstructionism
as a Moving Force in Jewish Life and especially bless HTJC Past-President

offered by Cantor Shuster accompanied by Sheldon Rosenbaum and the Synagogue Choir Friday evening, A p r i l l^th, and another in a series of monthly
stimulating Breakfasts with the Rabbi w i l l be held Sunday morning,Apri1 16th,
at 10:00 a.m. related to the theme, Jewish Ethics in Medicine.
A very special service under the sponsorship of the Inter-Religious Clergy
Forum of Miles Township w i l l take place Sunday afternoon, April 16th, at
3:00 p.m. at the iHles West Outdoor Stadium preparing a reverential mood
for viewing the four night 113C-TV television series entitled HOLOCAUST
beginning Sunday from 7 to 10 p.m. and continuing Monday and Tuesday,

to the bitter p o s s i b i l i t y of a Haz i March in Skokie is only rivalled by a

There are so many positive events to write about that it saddens me to
reflect upon the filth spewing forth from the likes of a Frank Collins
and his"American" Nazi Party. In the name of free speech and the first
Amendment, Collins wants to masquerade through Skokie on the birthday
of Adolf Hitler whose very name conjures upon the murder of six m i l l i o n
Jews as an irreplaceable loss to our people. A modern ELEVENTH commandment NOT to grant a Posthumous Victory to Hitler must be part of our
compelling Jewish drive to program, plan and respond. Yes, we must sing
and celebrate, study and worshipl
Cantor Shuster together with our organist Sheldon Rosenbaum w i l l offer
a class Tuesday evenings from 8 to 9 p.m. in Sephardic music teaching
the present theme of Friday evening Services following up Ashkenazic,
Contemporary Israeli and American Jewish liturgy.

The First Amendment affords us Freedom of Religion in addition to that of
Freedom of Speech! The "American" Nazis stand for destruction and devastation. Judaism, in our Synagogue expression, proclaims life and purpose.
We shall strive on ever ready to face our detractors and deterrents. Their
Wish is White Power - our hope is Jewish purpose in building a better
America and Israel. We shall never forget but ever stand ready.

<p>During the late 1970s, a small group of neo-Nazis based in Chicago attempted to hold a rally in the Village of Skokie, Illinois, a community that was known to have a large Jewish population. Local officials resisted the group’s efforts through by passing a series of ordinances aimed at preventing demonstrations or parades by hate groups. The ordinances were ultimately overturned following a series of state and federal lawsuits because they infringed on the group’s First Amendment rights and the neo-Nazis were issued a permit to demonstrate in Skokie. unfold, we w i s h to inform you that at a r e g u l a r meeting of the
Synagogue C o u n c i l of The Northwest Suburbs, (of which NTJC is a
constituent member), h a l d on Thursday, February 23, 1978, the
following resolutions were adopted:
"WE, THE SYNAGOGUE COUNCIL OF THE NORTHWEST SUBURBS, EXPRESS
SOLIDARITY AS A JEWISH COMMUNITY TO STAND UNITED AGAINST
NAZISM. WE PLEDGE TO OPPOSE IN WORD AND DEED THE EVIL PROPAGATED BY NAZISM. WE SHALL BE SEEN, HEARD AND STAND FIRM IN
OUR RESPONSE! WE URGE ALL CITIZENS TO RALLY IN AFFIRMATION
OF AMERICA AND TO JOIN IN ITS REJECTION OF NAZISM, WHICH OUR
COUNTRY SO HEROICALLY OPPOSED IN A WORLD WAR,
BE IT RESOLVED, THEREFORE:
I. THAT THE SYNAGOGUE COUNCIL LEAD THE JEWISH COMMUNITY IN A
PEACEFUL RESPONSE TO THE INTENDED NAZI DEMONSTRATION IN SKOKIE
IN A MANNER TO REFLECT JEWISH DIGNITY AND AMERICAN VALUES.
II. THAT TO IMPLEMENT OUR OPPOSITION TO AN INTENDED NAZI
DEMONSTRATION WE SHALL CALL TOGETHER THE LEADERS OF THE
ORGANIZED JEWISH COMMUNITY. WE SHALL BEGIN IMMEDIATELY THE
PROCESS OF MAKING PLANS IN DETAIL. WE SHALL JOIN THE OTHER
FORCES IN THE COMMUNITY, SUCH AS THE CHURCHES, BUSINESS ORGANIZATIONS, VETERAN ORGANIZATIONS, ETC. IN COORDINATING ALL
ACTIVITIES IN A UNITED EFFORT. WE SHALL INVITE THE LEADERSHIP OF THE GOVERNMENT OF SKOKIE TO LEND ITS SUPPORT TO THESE
COORDINATED ACTIONS.

' Dear Mr. Matzer:
This is an application for a public assembly permit on
behalf of the National Socialist Party of America, should
such a permit be necessary in light of the information
contained herein.
The following details of the proposed assembly provide
the information requested in the application provisions
of § 27-53 of VO 77-5-N-994:
1)
The date of the proposed assembly is July 4,
1977, from 12:00 noon to 12:30 p.m.
2)
The site of the assembly will be the public
sidewalk in front of the Skokie Village Hall,
5127 Oakton, Skokie, Illinois.
3)
The public assembly will consist of more than
30, but less than 50 demonstrators marching
in single file, back and forth, in front of
the Skokie Village Hall. The demonstrators
do not anticipate the need to occupy the entire
sidewalk and will adjust the line of march to
accommodate normal pedestrian use of the sidewalk.
4)
Some or all of the demonstrators will wear uniforms
which include a swastika emblem or armband.
5)
The demonstrators will carry a party banner
containing a swastika emblem, plus placards.
The placards will carry statements such as

Man,11 and "Free Speech for White America."

No handbills will be distributed at the assembly
by National Socialist Party of America demonstrators .
We request that this application be considered immediately
pursuant to § 27-55 of VO 77-5-N-994. As good and
compelling cause for late submission of this application,
we direct your attention to the order of the United States
Supreme Court in Collin v. Village of Skokie, entered
June 14, 1977. The injunction entered by the Circuit
Court of Cook County precluded filing of this application
30 days in advance of the date, as required by ordinance
§ 27-52.
As authorized by § 27-64, we hereby request that the
insurance requirement of § 27-54 be waived by the Village
of Skokie for the reason that such insurance is not
available to the National Socialist Party of America.
If the Village of Skokie has retained insurance agents
willing to provide the coverage at reasonable cost,
or knows where the specified coverage can be obtained,
please advise me at once.
Should a permit be unavailable because of previously
scheduled events on July 4, 1977, we request that this
be considered pursuant to § 27-58 as our application
for the same time and site on the first available
Sunday thereafter. On the other hand, if a permit
is unnecessary, we would appreciate being informed
of this immediately.

<p><span style="font-weight:400;">This digital collection consists primarily of documents from Skokie’s Human Relations Commission (SHRC) and its efforts in the 1960s to ensure open, non-discriminatory housing policies in Skokie during a time in which Black people in Illinois, and in the country at large, were fighting to have their civil rights upheld. </span></p>
<p><b>Historical Background:</b></p>
<p><span style="font-weight:400;">Beginning in the summer of 1965, the North Shore Summer Project (NSSP) assessed the willingness of homeowners in ten suburban Chicago “North Shore” communities to rent or sell their properties to any potential buyer, regardless of race or ethnicity, highlighting the need for progressive action in Skokie to ensure that real estate brokers were not discriminating against potential home-buyers on the basis of race.</span></p>
<p><span style="font-weight:400;">The Skokie Human Relations Commission (SHRC) was established in 1961 with a mission to promote discrimination-free housing in Skokie. The “Skokie Plan,” a public awareness campaign begun in 1965, was the SHRC’s attempt to avoid the need to codify fair housing law in Skokie. The promotional effort was deemed successful in educating citizens about fair housing, but ultimately, a legal remedy was necessary to guard against nondiscriminatory real estate practices. The Skokie Fair Housing Ordinance was passed by the SHRC on October 1st, 1967, and then by the Skokie Board of Trustees on October 9th, 1967. It was enacted into law on January 1st, 1968.</span></p>
<p><span style="font-weight:400;">Prior to this, in 1963 Chicago became the first city in Illinois to pass a fair housing ordinance during a time when only 3 cities and 12 states had fair housing laws. Although fair housing laws were proposed in the Illinois legislature over a period of several years, none were ever passed. This lack of a statewide ordinance made the efforts of small, local communities like Skokie all the more important.</span></p>
<span style="font-weight:400;">The federal government passed the </span><a href="https://hdl.handle.net/2027/uc1.c2671375?urlappend=%3Bseq=1"><span style="font-weight:400;">Fair Housing Act</span></a><span style="font-weight:400;"> in April of 1968, which made discriminatory housing practices illegal across the nation beginning in January of 1970. Though the passage of a federal law was a significant stride forward for equitable housing, the necessity to provide equitable and fair housing persists and now encompasses a wide range of issues including age, race, ethnicity, religion, gender, and sexuality. These records from the SHRC and the Skokie Fair Housing Ordinance can be used to gain a better understanding of where the fight for fair housing began and where it might go in the future.<br /><br /></span><b>Scope and Content of this digital collection:</b>
<p><span style="font-weight:400;">Skokie’s collection contains correspondence, reports, minutes, promotional materials, pamphlets, statements, and other pertinent documents created by the Skokie Human Relations Commission (SHRC) during the process of drafting and enacting the Skokie Fair Housing Ordinance of 1967. The records span the approximate years of 1961-1971. Many are the personal papers of Donald P. Perille, late co-Chairman of the SHRC and member of the Skokie Board of Trustees, who generously donated his papers for this project, while other documents were donated from the Village to the Skokie Historical Society. The original documents now belong to the Skokie Heritage Museum.</span></p>

<p>During the late 1970s, a small group of neo-Nazis based in Chicago attempted to hold a rally in the Village of Skokie, Illinois, a community that was known to have a large Jewish population. Local officials resisted the group’s efforts through by passing a series of ordinances aimed at preventing demonstrations or parades by hate groups. The ordinances were ultimately overturned following a series of state and federal lawsuits because they infringed on the group’s First Amendment rights and the neo-Nazis were issued a permit to demonstrate in Skokie. Dear Mayor Smith:
At the June 20, 1977 meeting of the Council of Traditional/
Orthodox Synagogues of Greater Chicago, a motion was unanimously passed that the Council should write to you and implore you to continue your efforts and do everything in your
power to prevent the proposed march of the Nazis in Skokie on
July 4, 1977 or at any time thereafter.
The Council alsopassed a motion urging all of its members to
participate in a peaceful counter-activity in the event that
the march takes place. The idea that to ignore the Nazis and
they will go away cannot be accepted and the survivors of the
concentration camps cannot buy that argument and they deserve
the support of every decent human being.
Your efforts in this matter are greatly appreciated and we
certainly hope that this dreadful event never takes place.

shall be punished by a fine of not more
than $500.00, or by imprisonment in the

Tuesday.
�Federal Judge Bernard Decker has ruled that Skokie ordinances that
were designed to prevent Nazis from demonstrating in that suburb are
unconstitutional.
One quote from the judge's decision is particularly significant. "It
is better/1 he said, n to allow those who preach racial hate to expend
their venom in rhetoric rather than to be panicked into embarking on a
dangerous course of permitting the government to decide what its citizens
may say and hear."
It is certainly understandable that the people of Skokie, most of whom
are Jewish, find hateful the doctrine preached by the Nazis.
And they are fearful that violence that has accompanied previous
Nazi marches could result in their community. But violence most often
involves two sides. Allowing the Nazis to march in Skokie will result in
no disturbances if they are left alone and ignored.
The idea of a counter demonstration somewhere else is fine. Let the
people of Skokie express their feelings in their own peaceful way.
Naturally they have a right to do that which is protected by the First
Amendment.

But, hard as it may be for us to accept the idea, Nazis rights are
protected too.
American freedoms are diminished unless they can withstand the
tough tests, like the question of Nazi punks marching with swastikas
in Skokie.
But as Justice Oliver Wendell Holmes said, the First Amendment
protects free thought — "not free thought for those who agree with us
but freedom for the thought we hate."

<p>During the late 1970s, a small group of neo-Nazis based in Chicago attempted to hold a rally in the Village of Skokie, Illinois, a community that was known to have a large Jewish population. Local officials resisted the group’s efforts through by passing a series of ordinances aimed at preventing demonstrations or parades by hate groups. The ordinances were ultimately overturned following a series of state and federal lawsuits because they infringed on the group’s First Amendment rights and the neo-Nazis were issued a permit to demonstrate in Skokie. Dear Mr. Matzer:
Please be advised that I represent Louis Black.
Pursuant to ordinance 77-5-N-994, an ordinance relating to
Parades and Public Assemblies, specifically Section 27-63,
Mr. Black again makes demand that you, in your capacity as
Village Manager, revoke the letter dated May 25, 1978 for an
alleged demonstration to be held Sunday, June 25, 1978 by the
National Socialist Party of America. We hereby make demand
upon you since facts have been brought to the attention of the
President, Board of Trustees and yourself which show that the
Parade, Public Assembly, or similar activity does not and will
not comply with the standards for the issuance of a permit as
set forth in ordinance 77-5-N-994 and the Laws of the State
of Illinois.
Amongst other violations, the application for permit
tendered to your office dated June 22, 1977 and Aprill 11, 1978
are filed on behalf of the National Socialist Party of America.
No such organization exists and if one so does they are in
violation of Chapter 96, Section 4, Illinois Revised Statutes.
Purther, the application does not contain sufficient information
to comply with Section 27-53 specifically Sections A, B, E, H
and I. Also, we are alleging violation of Section 27-56 specifically Sections A, B, D, E, F, G, H and I. Also we are alleging
violation of Section 27-58 and 27-60.
Please advise my office as to your intent in the
above matter. Mr. Black will take whatever action is necessary
to insure that the ordinances of Skokie and the statutes of the
State of Illinois are complied with. Hopefully we can resolve
this matter without litigation.

Thank you for your telegram in support of Senate Bills 1676 and
1811.
In committee and on the floor of the House I supported SB 1676 but
voted against SB 1811. (I was the only one in committee that voted
for one and against the other).
I am most concerned about the sensitivity of the First Amendment,
and I voted for SB 1676 because I felt it was sufficiently limited
in scope and would not conflict with the First Amendment/ I think
SB 1811 would.
I am sorry that the House did not discharge SB 1676 from committee
and I pray that the planned march on June 25th will be peaceful.

The headline read,
""Court Forbids Nazi
Marches." Yesterdays paper? No.
Last week? No. Last
month or a few
months ago. No! This caption appeared
in the Chicago Tribune in September
1966. That's right, eleven years ago.
Rabbis at all the suburban houses of
prayer made the announcements at their
pulpits. The American Nazi party has
sent notice to the press that they
would march in front of synagogues on
Rosh Hashana and Yom Kipur and pass
out literature.
EDITOR'S
NOTEBOOK
They came from New York and California
and many of the states inbetween to
ride the publicity trains to Skokie
promising to "break heads if the Mazis
march" in the village.
Smelling blood and action the TV
cameras were on the ready. Photographers cleaned their lenses. Reporters received their assignments.
Th^re promised to be meat on the table
and all the origanization wanted in on
this festive occasion. Halls were
crowded to standing room only. Speakers
had their full say about freedom of
speech. Lawyers reread the constitutional rights.
Sitting in their Rockwell Hall on the
South Side of Chicago the Nazi splintei
group, unrecognized by the national
organization, gave out press releases,
eagerly printed by all publications
from coast to coast.
During all this time one organization the Jewish War Veterans of the United
States, the militant voice of
America Jewry, the Skokie Post Jewish
War Veterans with a membership of 500,
the largest post in the middle-west
were observers and cooled it.
Why give publicity and recognition to a
group of stragglers numbering about
20, some of them paid hirlings.
Every day brings the Nazis in the news.
They have gathered reams of publicity.
They appear on TV. The Nazis have
proved that violence gets headlines.
The Illinois Jewish War Veterans will
have an Action Committee. The memoership will be kept posted.
Laiis Kutner represented the Jewish War
Veterans. Rockwell served as his own
counsel.
Less than a year later, August 25, 19&7
George Lincoln Rockwell the leader of
the American Nazi party, the man that
spread hatred and violence and threatened to exterminate Jews was shot and
killed in Arlington, V.A. by one of his
own men.
One could picture the consequences,
bloodshed and broken heads, but the
Rabbis advised: Should they appear
wearing their uniforms and with their
hated swastikas ignore them, go
into your houses of worship, and pray.
But the Jewish War Veterans of Illinoi
took action. They brought a suit before Judge Joseph Sam Perry in the Fed
eral District court banning marching
and demonstrations by the American
Nazis in Jewish neighborhoods in 26
northern counties. George Lincoln
Rockwell was stopped!
Rockwell went to the American Civil
Liberties Union (ACLU) to provide legal
counsel for an appeal. Perry said,
"The constitution protects the right to
worship as we choose." Further, he
said, "The evidence clearly indicates
that these proposed marches are deliberately planned to incite riot and
for the purpose of revenge." He said,
"The demonstrations proposed exceed
free speech and amount to an abuse of
free speech."
This writer would like to see
federal law passed that would make it
criminal for an organization t*o march
and demonstrate wearing- uniforms of a
country we were at war with.
The village officers, administrators,
and the police force deserve credit for
handling a situation with clear heads
which otherwise could have been a
most volitole meeting.

<p>During the late 1970s, a small group of neo-Nazis based in Chicago attempted to hold a rally in the Village of Skokie, Illinois, a community that was known to have a large Jewish population. Local officials resisted the group’s efforts through by passing a series of ordinances aimed at preventing demonstrations or parades by hate groups. The ordinances were ultimately overturned following a series of state and federal lawsuits because they infringed on the group’s First Amendment rights and the neo-Nazis were issued a permit to demonstrate in Skokie. However, instead of facing the growing number of organized counter-demonstrators, the group held rallies in Federal Plaza and in Marquette Park in Chicago. <br /><br />Visit <a title="Attempted Nazi March in Skokie" href="https://skokiehistory.omeka.net/exhibits/show/attempted-nazi-march/timeline">Skokie Public Library's online exhibit</a> to see the events as they unfolded. <p><span style="font-weight:400;">This digital collection consists primarily of documents from Skokie’s Human Relations Commission (SHRC) and its efforts in the 1960s to ensure open, non-discriminatory housing policies in Skokie during a time in which Black people in Illinois, and in the country at large, were fighting to have their civil rights upheld. </span></p>
<p><b>Historical Background:</b></p>
<p><span style="font-weight:400;">Beginning in the summer of 1965, the North Shore Summer Project (NSSP) assessed the willingness of homeowners in ten suburban Chicago “North Shore” communities to rent or sell their properties to any potential buyer, regardless of race or ethnicity, highlighting the need for progressive action in Skokie to ensure that real estate brokers were not discriminating against potential home-buyers on the basis of race.</span></p>
<p><span style="font-weight:400;">The Skokie Human Relations Commission (SHRC) was established in 1961 with a mission to promote discrimination-free housing in Skokie. The “Skokie Plan,” a public awareness campaign begun in 1965, was the SHRC’s attempt to avoid the need to codify fair housing law in Skokie. The promotional effort was deemed successful in educating citizens about fair housing, but ultimately, a legal remedy was necessary to guard against nondiscriminatory real estate practices. The Skokie Fair Housing Ordinance was passed by the SHRC on October 1st, 1967, and then by the Skokie Board of Trustees on October 9th, 1967. It was enacted into law on January 1st, 1968.</span></p>
<p><span style="font-weight:400;">Prior to this, in 1963 Chicago became the first city in Illinois to pass a fair housing ordinance during a time when only 3 cities and 12 states had fair housing laws. Although fair housing laws were proposed in the Illinois legislature over a period of several years, none were ever passed. This lack of a statewide ordinance made the efforts of small, local communities like Skokie all the more important.</span></p>
<span style="font-weight:400;">The federal government passed the </span><a href="https://hdl.handle.net/2027/uc1.c2671375?urlappend=%3Bseq=1"><span style="font-weight:400;">Fair Housing Act</span></a><span style="font-weight:400;"> in April of 1968, which made discriminatory housing practices illegal across the nation beginning in January of 1970. Though the passage of a federal law was a significant stride forward for equitable housing, the necessity to provide equitable and fair housing persists and now encompasses a wide range of issues including age, race, ethnicity, religion, gender, and sexuality. These records from the SHRC and the Skokie Fair Housing Ordinance can be used to gain a better understanding of where the fight for fair housing began and where it might go in the future.<br /><br /></span><b>Scope and Content of this digital collection:</b>
<p><span style="font-weight:400;">Skokie’s collection contains correspondence, reports, minutes, promotional materials, pamphlets, statements, and other pertinent documents created by the Skokie Human Relations Commission (SHRC) during the process of drafting and enacting the Skokie Fair Housing Ordinance of 1967. The records span the approximate years of 1961-1971. Many are the personal papers of Donald P. Perille, late co-Chairman of the SHRC and member of the Skokie Board of Trustees, who generously donated his papers for this project, while other documents were donated from the Village to the Skokie Historical Society. The original documents now belong to the Skokie Heritage Museum.</span></p>

Police, to the residents of Skokie in the area bounded
by Main, Howard, Skokie Boulevard and Edens Expressway
was issued with the complete knowledge and/approval of
myself as Mayor of the Village of Skokie and all of
the other elected officials.
I sincerely regret the need for extraordinary restraints
upon your freedom of movement on June 25, 1978. However, the occasion is a very extraordinary one, and not
of our choosing.
Above all else, Skokie cherishes every human life.
Please believe me when I say that your complete cooperation with the Skokie Police Department is required to
assure your safety and to maintain law and order.

THE VILLAGE OF SKOKIE, 5127 OAKTON ST., WILL BE THE SITE OF A PROPOSED
DEMONSTRATION AND COUNTER-DEMONSTRATION. IT IS EXPECTED THAT SEVERAL
THOUSAND PEOPLE WILL ENTER THE VILLAGE TO PLAY A PART.
TO PROVIDE SECURITY, REDUCE CONFUSION AND ALLEVIATE CONGESTION IN THE
DEMONSTRATION AREA, EXTRAORDINARY POLICE ACTION WILL BE NECESSARY.
WITHIN SEVERAL BLOCKS OF THE VILLAGE HALL, SPECIAL "NO PARKING - TOW AWAY"
ZONES WILL BE ESTABLISHED. ALL RESIDENTS' AUTOS MUST BE REMOVED FROM
THESE ZONES FROM 6 P.M. 24 JUNE 1978 THRU 6 P.M. 25 JUNE 1978.
POLICE LINES WILL BE FORMED TO PROHIBIT ALL MOTOR VEHICLE TRAFFIC FROM
ENTERING THE DOWNTOWN AREA ON THE DAY OF THE MARCH. ONLY VEHICLES OF

<p>During the late 1970s, a small group of neo-Nazis based in Chicago attempted to hold a rally in the Village of Skokie, Illinois, a community that was known to have a large Jewish population. Local officials resisted the group’s efforts through by passing a series of ordinances aimed at preventing demonstrations or parades by hate groups. The ordinances were ultimately overturned following a series of state and federal lawsuits because they infringed on the group’s First Amendment rights and the neo-Nazis were issued a permit to demonstrate in Skokie.
