An account of the resource

During the late 1970s, a small group of neo-Nazis based in Chicago attempted to hold a rally in the Village of Skokie, Illinois, a community that was known to have a large Jewish population. The ordinances were ultimately overturned following a series of state and federal lawsuits because they infringed on the group’s First Amendment rights and the neo-Nazis were issued a permit to demonstrate in Skokie. YOUR
SKOKIE
.REPORT
No. 2
1978
MAYOR'S RESPONSE TO
COURT RULING
The IROORZLQJ is the WH[Wof Mayor Albert J. Smith's statement to the media on Thursday,
February 23, 19?8. It ZDV GHOLYHUHGin response to the Federal District· Court 'l'UZing that
certain Skokie ordinances ZHUH unconstitutional, and, therefore, FRXOG not be used to prevent a proposed march by the National Socialist (Na]i) Party of America.
Good afternoon. Another step in the legal process has been taken. However, it is
far from the final step as far as the Village of Skokie is concerned. We strongly disagree with today's decision. We are morally, ethically and legally bound to take every
recourse at our disposal to have Judge Decker's decision reversed.
We will appeal. To do less would mean this Village's government is not representing
the views and feelings of virtually every Skokie resident, Catholic, Protestant and Jew
alike. And, yes, we will ask the courts to forestall any demonstration pending the outcome of our appeal.
We are convinced that a ruling in our favor would strengthen rather than weaken the
First Amendment which is meant to protect rights. It is unfortunate that today's decision
ignores the First Amendment rights of thousands, in favor of the alleged rights of a few.
As we all know, not all speech is protected by the First Amendment. If there was
ever a perfect example of the type of speech which should not be protected, it is the
doctrine of Nazism which preaches hatred and violence because of a person's race or
national origin. This is the real purpose of the proposed Nazi demonstration in Skokie,
not a.test of our founding fathers' wisdom, The courts must not be blind to the uniqueness of the Village of Skokie. The courts must not be blind to recorded history. The
courts must not be blind to the rights of the citizens of Skokie to be protected from
racial slurs.
The letters, calls and conments that I get from citizens of Skokie are matched in
number and opinion by those I get from across the nation.
What Nazism represents is repugnant not just to the SHRSOHof Skokie, to the people
of Illinois, but to virtually every United States citizen and free people everywhere.
Nazism has affected people of every creed and national origin and insults the dignity of
human beings.
MAYOR'S
RE6PONSE Continued
. Skokie 1s representative of thousands of American communities, a village of decent
families, good' homes, good schools and, yes, good government. It is a stable community
for investment and continues to attract new business and industry. Public health care
is second to none. Skokie residents boast of a great municipal park and recreational
program. Skokians are among the most law-abiding citizens. The Village has one of the
lowest crime rates of any suburb.
It is unfortunate that the Nazis have selected Skokie as a target community, but in
one way, some good has resulted. I see an unprecedented unity of opinion among all of our
residents, regardless of religious belief. This attitude has created a bond which typifies the feelings that must have existed when our founding fathers were molding our nation.

STATEMENT OF THE FACULTY OF GARRETT-EVANGELICAL
SEMINARY CONCERNING THE PROPOSED NAZI MARCH IN SKOKIE, ILLINOIS
April 20, 1978 -Evanston, IL:
Discussion of the proposed Nazi march in Skokie,
Illinois, has for too long focused on the civil libertarian question of the
Nazis' legal right to march, without consideratio n of their social and moral message.
The American Nazi Party represents attitudes antithetica l to the American
civil libertarian principles under whose legal umbrella they claim their rights.
Their racism is an assault on all humanity, directed particularl y at American Jews,
blacks, and others of non-Caucasi an descent.
The Nazis' demand to march in Skokie has no purpose other than the exploitatio n
of the town's Jewish population, many of whom bear personal scars from World War II
Nazi camps, in order to create publicity for their own cause.
It is a march devoid
of positive social purpose.
As Christians, we call on the Christian community to stand in solidarity with
our Jewish fellow citizens in this trial.
We urge Christians in the area to find
appropriate public gestures to express this solidarity with the Jewish community of
Skokie and our repugnance toward the Nazi message.
Passed unanimously by the faculty of Garrett-Eva ngelical Theological Seminary,
Evanston, Illinois, at their faculty meeting on April 17, 1978.

PRESS RELEASE -- Thursday, March 23, 1978, 10:30 a.m.
A STATEMENT BY THE CHRISTIAN CLERGY OF SKOKIE (Members of the Niles Township
Clergy Forum) REGARDING A PROPOSED NAZI DEMONSTRATION IN THE VILLAGE.
People in Skokie and in the surrounding areas have been asking "What are
the Christians doing with reference to the intended Nazi demonstration?"
Recently, twelve members of the Niles Township Clergy Forum gathered to
discuss plans for offering a Christian witness at this time. These plans now
include:
(1) An open air worship service led by Christians and Jews to be held on
Sunday, April 16th at 3:00 p.m. at Niles West Stadium, Oakton and Edens Highway.
(2) Encouraging the wearing of arm bands with the Star of David as provided
by the National Conference RI&KULVWLDQVDQG-HZVRQ
WKHGD\DNazi demonstration might take place. RUGHUIURP
IURP1DWOFRQI
(3) Simultaneous prayer and worship in churches and V\QDJRJXHV in Skokie and
elsewhere coinciding with the time of a 1D]LGHPRQVWUDWLRQ
(4) Clergy presence at first aid stationVDQG jails in the event of injuries
or arrests.
(5) Publicizing a series of Christian-Jewish Bible studies to be conducted
April 2nd through April 23rd on successive Sunday evenings with participation
of as many Christian-Jewish lay persons and clergy possible (to be held at
St. Peter's United Church of Christ).
(6) CooperaWLRQm and participation LQ5HPHPEUDQFH:HHN (Ap-ril 15-22) as
proclaimed by the Mayor and Village Board of Skokie recalling the events
of World War II and the Holocaust and the loss of 13 millions of lives
during that war.
{7) ••• and the following statement:
It is our feeling that we must respond as a people of God, concerned
for the physical, mental, and spiritual need of all. We especially are
committed to identifying with the Jewish residents in their deep distress
occasioned by the Nazi presence and exercise of un-American and irreligious
free speech. We are aware also that a Nazi presence would be distressing for
a variety of reasons to thousands of non-Jewish residents as well.
Therefore, we want to share visibly and invisibly in a manner that will
honor God and all of His children. We will help to prepare the open air
worship service noted in (1) above in cooperation with local religious leaders
of each faith. We will encourage people in and outside of Skokie to be in
prayer in their own communities on a day when the Nazis might march. And we
respectfully ask other conununities not to complicate the already formidable
problem of local authorities to deal with a multitude of people.
In the meantime, we truly appreciate the deep concern of people everywhere
who have expressed a resolve to be of the greatest help in encouraging us to
meet a community challenge in a manner befitting people of God.
Coordinating Committee: Rev. Harry Conner and Rev. Louise Mahan (673-1311)
Rev. John Mittermaier and Rev. Richard Schluep (673-8564)

An account of the resource

During the late 1970s, a small group of neo-Nazis based in Chicago attempted to hold a rally in the Village of Skokie, Illinois, a community that was known to have a large Jewish population. Local officials resisted the group’s efforts through by passing a series of ordinances aimed at preventing demonstrations or parades by hate groups. The ordinances were ultimately overturned following a series of state and federal lawsuits because they infringed on the group’s First Amendment rights and the neo-Nazis were issued a permit to demonstrate in Skokie. Abstract
A summary of the resource.
An unidentified female speaker, probably Ruth Schaffner, asks President Albert J. Smith to give assurance that there will be "all due protection and order during this demonstration." President Smith responds in the affirmative. An unidentified male speaker, a member of the Janusz Korshak League, thanks the mayor and Harvey Schwartz for the work that they have done. He doesn't think that the demonstration should be delayed any further and that it should just be gotten over with.

Description
An account of the resource

During the late 1970s, a small group of neo-Nazis based in Chicago attempted to hold a rally in the Village of Skokie, Illinois, a community that was known to have a large Jewish population. Local officials resisted the group’s efforts through by passing a series of ordinances aimed at preventing demonstrations or parades by hate groups. The ordinances were ultimately overturned following a series of state and federal lawsuits because they infringed on the group’s First Amendment rights and the neo-Nazis were issued a permit to demonstrate in Skokie. However, instead of facing the growing number of organized counter-demonstrators, the group held rallies in Federal Plaza and in Marquette Park in Chicago.

Visit Skokie Public Library's online exhibit to see the events as they unfolded. Abstract
A summary of the resource.
Jacob Berg, Corporate Secretary of the Jewish Defense League (JDL) of Illinois asks Corporation Counsel Harvey Schwartz about U.S. District Court Judge Bernard Decker's recent injunction preventing Village officials from preventing a neo-Nazi demonstration in Skokie.

Berg says, "a year ago Judge Leighton invalidated the Chicago Park District's bond law requiring the bond of $300,000," and he asks if the language of that injunction was similar to that of Decker's. Berg goes on to say that Chicago officials used "every legal device" to prevent the neo-Nazis from demonstrating in Chicago and suggests that Skokie officials have not done enough to prevent the group from coming to Skokie. Schwartz responds that, in his opinion, the Skokie officials have done everything they can. Berg continues to argue.

As the interaction between the two men escalates, Schwartz asks why the JDL did not file a lawsuit or add its name to a lawsuit to assist Skokie or Chicago in their legal battles. Berg continues to assert his opinion that Skokie Village officials have "quit" trying to prevent the neo-Nazi demonstration.

This altercation is continued in the next audio clip.
