Abstract
Memorandum to Mayor Smith and Village Manager John Matzer is in regard to a phone conversation with Fred Richter, who attended an ACLU meeting. In the memo, Richter states that the ACLU suggested that the National Socialist (Nazi) Party not test the Skokie ordinances and that the ACLU will not defend them should they decide to march.
